      이 논문은 세계화가 문화산업에 미친 영향 중 특히 문화생산의 글로벌화 추세를 분석하고 그 정책적 함의에 대해 논의한다. 세계화에 따라 각종 생산요소의 월경이동이 수월해지고 또한 급팽창하고 있는 세계 문화시장을 놓고 치열한 경쟁이 벌어지면서 문화산업, 특히 영화산업에 있어서 글로벌 생산이 보편화되고 있다. 그런데 글로벌 생산으로 만들어진 영화의 경우 그 국적을 판정하기가 애매해질 수밖에 없다. 그럼에도 불구하고 현재 우리나라의 영화산업 지원정책은 그 대상을 막연히 ‘한국영화’라고만 지칭할 뿐 막상 무엇이 과연 ‘한국영화’인지에 대한 명확한 개념규정이 결여되어 있다. 문화의 세계화에 대응하는 전통적 패러다임은 문화의 국적은 중요하며 문화적 정체성은 마땅히 수호되어야 한다는 것이다. 그러나 이러한 패러다임에 기초한 정책으로는 문화생산의 글로벌화에 따라 변화된 현실에 적절히 대응하기 어렵다. 이를 대체할 대안적 패러다임의 핵심은 문화의 국적과 정체성에 대한 미련을 포기하는 것이다. 세계화 시대에 요청되는 문화정책은 문화적 순혈주의에 대한 집착을 버리고 문화다양성 개념을 확대적용하는 방향으로 나아가야 한다.    

영어 초록    

      This paper reviews the recent trend of the globalization of cultural production and discusses the implications for cultural policy. Global production has become almost a standard mode of production in the cultural industry and in particular the film industry. This is attributable to the increasing easiness of transborder flows of key factors of production and the intense competition to seize on the rapidly expanding world cultural market. This phenomenon poses a perplexing policy problem. Globally produced films are quite difficult to identify nationalities. Even various policies enacted to support the Korean film industry provide no concrete criteria as to the definition of a 'Korean movie.' Upon facing the challenge of globalization, the traditional paradigm holds to the preservation of cultural identity claiming that the nationality of culture matters. However, cultural policies based on this paradigm cannot effectively deal with the changes provoked by globalization. What is needed is an alternative paradigm that is willing to forsake any lingering attachment to cultural nationality and identity. Encouraging cultural hybridity and expanding conceptual boundaries of cultural diversity should be at the core of the new cultural policy.
